Project Pipeline is a performance-based planning program to identify cost-effective solutions to Virginia’s multimodal transportation needs and priorities. The program was created by the Commonwealth Transportation Board (CTB) and is being led by the Office of Intermodal Planning and Investment (OIPI), the Virginia Department of Transportation (VDOT) and the Department of Rail and Public Transportation (DRPT). ATCS is providing project management services for the overall program and consulting services for the studies in the Northern Virginia and Staunton Districts.

The ATCS public involvement team designed, built, and continues to manage the program website. Central to the site is an interactive web-based map that delineates the initial 45 Project Pipeline studies across all nine Districts throughout the Commonwealth. Viewers can zoom in to a street-level view and click on pop-up boxes for additional information regarding the individual studies, including links to the study pages on the Project Pipeline website.

ATCS also designed the program logo and branded templates for presentations, reports, social media, etc. Specific to public outreach, ATCS coordinated extensively with OIPI and VDOT to develop and manage a paid social media campaign to inform the public about MetroQuest surveys for 41 of the studies and encourage participation. During Phase 2 of the inaugural round of the Project Pipeline program, 19,024 surveys were completed, including some surveys that were conducted in Spanish, Korean, and Arabic. The ATCS creative (text and graphics) was utilized for paid social media ads and provided to the Districts for organic social media posts.
