Client: Metropolitan Washington Airports Authority (MWAA)

ATCS assumed the role of Special Inspection and Material Testing Consultant to support the Authority’s Construction Management team in completing both Package 2B and Package 3 on time and on budget. ATCS provided construction special inspection and testing services for all apron concrete paving, deep concrete foundations, masonry, reinforcing steel, earthwork, and utility manholes in accordance with the Virginia Construction Code, American Concrete Institute, and all Contract Documents.

ATCS assisted MWAA in providing a Special Inspector Responsible Engineer, various Construction Inspectors for the special inspections, and oversight of all Package 2B construction activities ensuring all work was constructed in accordance with the drawings, specifications, building codes, and MWAA standard specifications. ATCS also provided project controls services including change order management, performing independent cost estimating for contractor’s change orders, review of claims, progress tracking and monitoring as well as document control and management.

ATCS collaborated with MWAA through staff augmentation to bolster existing office engineering support and supplement quality assurance oversight to administer the contract and ensure compliance with the contract documents. Our staff, led by Ashley Byrd, EIT, CCM, and Rony Avalos, CMIT, maintained open and transparent communications with various MWAA stakeholders, Turner Construction, American Airlines, and all ATCS sub-consultants.
