ATCS Appoints Michael Rosenfeld as Chief Executive Officer

HERNDON, Va. – ATCS today announced the appointment of Michael Rosenfeld, PE, as chief executive officer, effective January 3, 2025. Rosenfeld assumes the role from Young Ho Chang, PE, who retired at the end of 2024 as part of a multiyear strategic leadership transition. The company also announced that Brian Riffel, PE, has been named chief operating officer.

Since joining ATCS in 2008, Rosenfeld has held key leadership roles, bringing 30 years of expertise in complex alternative program delivery, project controls, and construction management. Promoted to chief operating officer in 2021, Rosenfeld has driven operational excellence, enhanced collaboration, and strengthened ATCS’ culture of innovation. His leadership has been instrumental in optimizing processes, expanding services, and positioning ATCS as a trusted leader in the AEC industry.

Riffel, who joined ATCS in 2019 as Baltimore operations manager and corporate design discipline lead, brings 30 years of experience in operations and project management, rooted in hands-on roadway and transit engineering. Most recently, he served as senior vice president and regional manager, where he strengthened collaboration, delivered high-quality results, and expanded ATCS’ geographic footprint. As COO, Riffel’s leadership will build on these achievements, advancing operational efficiencies and expanding service capabilities to support the firm’s growth strategy.
