Wendy Thomas Joins ATCS as Infrastructure Finance Director

HERNDON, Va. – With a proven track record in managing and optimizing transportation and infrastructure funding programs, Wendy Thomas joins ATCS as infrastructure finance director. Based in ATCS’ Richmond office, Thomas will lead the firm’s new infrastructure funding and finance offering, effectively planning, managing, and executing financial resources for infrastructure and transportation programs and projects. She will also provide policy and regulatory guidance to ensure funding and financing resources align with requirements and support project development and delivery objectives.

Thomas most recently served at Deloitte Consulting, where she directed national transportation and infrastructure practices, developing and executing go-to-market strategies for state and large municipal departments of transportation.

Thomas brings over 20 years of experience in transportation policy, funding, and financial planning, having spent nearly 18 years at the Virginia Department of Transportation (VDOT) as division administrator of the Financial Planning and Federal Programs Management Divisions. In this role, she oversaw approximately $9 billion in annual transportation funding across the Commonwealth, managed the state’s Statewide Transportation Improvement Program, and administered more than $1 billion annually in federal funds. She has contributed to transformative projects such as Transform 66, the I-81 Corridor Improvement Program, and the Hampton Roads Express Lanes.

Thomas earned her bachelor’s degree in political science and a Master of Public Administration with a focus on program evaluation and policy analysis from Virginia Commonwealth University.
