ATCS is pleased to announce the promotion of Joe Cooper to Vice President, Transit & Rail Discipline Lead. In his new role, Joe will work closely with operations managers, discipline leads, and others across the firm, to build a Transit & Rail discipline at ATCS which leverages our considerable capabilities, experience, and relationships to grow our footprint in the sector and expand the opportunities available to us in today’s changing transportation environment.
Joe will spearhead strategy and business development efforts, identifying new clients and pursuits across our current geographies, while strengthening relationships with current transit clients on existing contracts, and assisting Operations Managers with business planning and forecasting as it relates to Transit and Rail.

Joe joined ATCS in 2017 with over 20 years of experience in transportation and transit projects of all types and sizes. Since joining the team to lead Construction Services for Baltimore and the surrounding region, Joe has been instrumental in the leadership of the Baltimore office, is serving as a coach in the ATCS Early Career Coaching Program, and led an ATCS Rising Business Incubator (ARBI) entry for Transit. Recent successes resulting from that effort, supported by leaders throughout the firm, include recent wins with GoTriangle and NCDOT Rail Division in North Carolina, VRE and DRPT in Virginia, and MDOT MTA in Maryland.
