Through the On-Call Construction Management Services contract with Loudoun County, ATCS supported the County with construction and project controls services on Phase 2 of the Dulles South Multi-Purpose Facility. The project included a 68,000 square feet aquatics center, 13,300 square feet mezzanine/mechanical platform, including an indoor competition pool, leisure pool, climbing wall, elevated running track, fitness center, and multi-purpose gym spaces among other features.
ATCS’ project controls support included analysis of the contractor’s claims by reviewing time extension requests, review of proposed cost impacts, and providing recommendations during the negotiation process including the final settlement agreement and the resolution of several pending change orders at the time of project closeout. ATCS met several tough deadlines responding to various delays and cost claims in a timely manner. ATCS assisted the County with the overall contract settlement negotiations as described above by performing a detailed analysis of 65 potential change orders after the construction of the project was completed. ATCS successfully succeeded in negotiating 50% of the original cost claim in response to the contractor’s claim for final settlement, once again providing significant cost savings to the County.
