Michael Rosenfeld, PE named Chief Operating Officer

Please join us in congratulating Michael Rosenfeld, PE on his promotion as Chief Operating Officer (COO). Mr. Rosenfeld has 26 years of progressively responsible experience in private and public sector transportation design, construction management and inspection, maintenance operations and project controls. Prior to joining ATCS in 2008, he served as VDOT’s Northern Virginia District’s Construction Engineer as well as the District’s Project Controls Manager. While at ATCS, Mr. Rosenfeld has led major contracts including VDOT’s Engineering Support Services Contract, Metropolitan Washington Airport Authority’s Construction Support Services Contract, the Northern Region Operations ITS/CEI Contract, and multiple On-Call Design and Construction Management contracts in Prince William and Loudoun Counties.

With his new position, we are excited to have Mr. Rosenfeld lead the growth of our ATCS offices, expand our footprint within the industry and propel us into the future!
