ATCS Bolsters Transportation Design Capabilities with Key Appointments
HERNDON, VA – In a strategic move to enhance its transportation design capabilities, ATCS has appointed Cerasela Cristei, P.E., as transportation engineering director and Scott Ruffner, P.E., as senior transportation engineering manager to its Herndon office. These key hires bring extensive experience and expertise that will strengthen ATCS’ position in delivering high-quality transportation projects.
Cristei joins ATCS with over 30 years of experience in management, design, and engineering. In her role, she will lead the delivery of high-level project execution and technical expertise, focusing on innovation and sustainability practices. She will also be instrumental in maintaining existing client relationships and developing new partnerships to drive further success. Before joining ATCS, Cristei worked on major projects such as the Silver Line and I-64/I-464 Interchange improvements and provided technical support for significant urban development projects.
Ruffner brings 20 years of experience in transportation engineering to ATCS. In his role, he will oversee and direct the execution of various design tasks for transportation improvement projects. His responsibilities will also include participating in marketing pursuits and contract development, negotiations, and execution, ensuring all efforts align with client needs. Before joining ATCS, Ruffner built an extensive track record in successful transportation infrastructure design and project management, having worked with various engineering firms and as a project manager for the Fairfax County Department of Transportation.
